Climate: average temperature in winter is -10°Ñ, average temperature in summer reaches +35°Ñ, Vegetative period - 230-320 days, average annual rainfall is 100 – 450 mm, in mountain regions – 800 mm.
Region development
South Kazakhstan region (SKR) has attracted 76.1 billion tenge of foreign investments, or 111.6 % to the level of 2005.
Analysis shows that the gross regional product of SKR for the last 3 years increased by 25%, and the number of small and medium business entities has almost doubled. Currently private business entities' number in the region is 113 thousand. Their tax payments have increased from 5,6% till 13%. Today, South Kazakhstan region has 450 acting joint ventures and 67 affiliate companies. Main joint ventures partners of South Kazakhstan region are Great Britain, France, Germany, Netherlands, Turkey, Russia, China, Iran, South Korea, and The United Arab Emirates.
Development of cotton and textile industry is crucial for the South Kazakhstan region and administration of the region has complex initiatives aimed to improve land for crop cultivation, and also enhance consolidation of small local proprietors. Cotton fiber production volumes are increasing and crop areas have expanded. It is expected to increase cotton wool harvest to300 thousand tons.
One of favorable factors is a developed energy resources base which is important to textile manufacturing. Cost of electric power is relatively low compared to other countries leading textile producing countries.
In 2007 the total cotton wool harvest in SKR was 455 thousand tons. Region has currently 19 companies involved in cotton fiber production. Currently, the majority of the cotton fiber produced in Kazakhstan (98%) is exported. Only 2% of cotton fiber is used by local companies for production needs. But administration of the region has declared the intention to process the majority of cotton fiber into yarn internally. Creation of companies with deep processing of cotton fiber will ensure independence of Kazakhstan producers from Russia and China where our cotton is currently processed. Besides, development of internal cotton processing capacities permits creation 15 thousand new jobs in the region.
